Technical Project Manager (TPM) 2/3

What You Will Do

This position will be filled at the Technical Project Manager 2/ Technical Project Manager 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

You will support the Operations Integration Center (OIC) within ALDWP which is responsible for planning and scheduling Pit manufacturing at the Los Alamos National Laboratory (LANL). The technical project manager will be assigned to support the COO-OIC Value Stream Mapping Analyst Team.

Be part of an amazing Value Stream Mapping Analyst Team here at the nation’s Plutonium Center of Excellence that supports our Nation’s nuclear deterrent. You will act as the Technical Project Manager to provide technical expertise and leadership in the design and development of process and quality improvement programs for the plutonium facility. You will be responsible for facilitating meetings to address improvements projects identified from various groups across the plutonium facility. You will walk through a structured problem-solving methodology with multiple stakeholders to identify the issue, develop a project charter, collect data manually and/or through automated methods ensuring their accuracy, adequacy, and defensibility. You will develop solutions to address the issues and develop an implementation plan for the group. You will follow up to ensure there is a control plan in place to ensure fixes are in place. You will lead a team of value stream mapping analysts to gather data and information on processes and be the point of contact with the process teams. You will assess the need for revising value stream maps for processes in response to changes or problems in processes. You will act as the Technical Project Manager to coordinate and administer a project from project planning and execution through close-out with process value stream maps as the primary driver. You will establish and maintain customer relationships as well as manage customer expectations throughout the project to resolve problems and coordinate service functions.

Minimum Job Requirements:

Technical Project Manager 2 ($96,100-$159,000)

As the Technical Project Manger 2 for the Value Steam Mapping Analyst Team, you will perform the following:

  • Provides leadership and tactical planning for execution of mid-sized and/or moderately complex project(s) and applies technical or operational knowledge and experience to achieve project objectives.
  • Applies knowledge and experience in developing project plans and detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete project deliverables.
  • Identifies potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project(s).

Technical Project Manager 3 (115,500 – $194,900)

In addition to what was outlined at the lower level, at this level as he Technical Project Manger 3 for the Continuous Improvement Team you will perform the following:

  • Working knowledge of the technical or operational discipline of the assigned project.
  • Ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

Technical Project Manager 2

Project Management: Working knowledge of and demonstrated experience in multiple aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and/or technical baselines; and/or documenting baseline reports and change control actions.

Communication: Strong interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Demonstrated experience in developing and nurturing effective working relationships with internal and external stakeholders.

Technical Knowledge: Working knowledge of the technical or operational discipline of assigned projects.

Quality Standards: Working knowledge with the implementation of quality assurance requirements; such as NAP 401.1, NQA-1, and DOE Order 414.1 requirements.

Additional Job Requirements for Technical Project Manager 3:

In addition to the requirements outlined above, qualification at the higher level requires:

Project Management: Advanced knowledge of and demonstrated experience in multiple aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and/or technical baselines; and/or documenting baseline reports and change control actions.

Communication: Excellent interpersonal, presentation, and written skills; demonstrated by relationships built, briefings, and presentations. Demonstrated experience in developing and nurturing effective working relationships with internal and external stakeholders.

Leadership: Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion within budget and schedule.

Technical Knowledge: Advanced knowledge of the technical or operational discipline of the assigned project.

Quality Standards: Advanced knowledge and experience with the implementation of quality assurance and/or manufacturing requirements, such as ASME, NAP 401.1, NQA-1, and DOE order 414.1 requirements.

Education/Experience Technical Project Manager 2: Position requires a Bachelor’s Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.

Education/Experience Technical Project Manager 3: Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.

Desired Qualifications:

  • Lean, Six Sigma, and/or Lean Six Sigma certification from an accredited source Experience reporting to and communicating with multiple supervisory organizations.
  • Expertise and experience in systems engineering, statistical process control (SPC), and lean six sigma processes.
  • Experience in process improvement.
  • Demonstrated experience working in a manufacturing or production organization requiring implementation of defined manufacturing, testing, safety, and quality requirements.
  • Demonstrated knowledge and experience with system and subsystem qualification testing and/or analysis. Experience in data mining, data manipulation, and data analysis.
  • Certification and/or experience in change management techniques.
  • Demonstrated knowledge of Conduct of Operations in a nuclear or radiological facility.
  • Existing DOE “Q” clearance (or similar).
  • Excellent oral and written communication and presentation skills.

Location: This position will be located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
