Position Description

We are looking for a Budget and Internal Rates Advisor who will work in partnership with Citywide Accounting and the City Budget Office to implement SHR’s rate structure and financial plan with these values in mind.

Reporting to the Chief of Staff, you will work with SHR Division Directors and Managers to develop yearend projections and provide budget status updates to internal and external customers. You will also work closely with SHR’s Business Operations Manager to ensure a strong relationship between SHR’s financial operations and accounting functions.

Job Responsibilities

  • Managing ongoing oversight and modifications to cost recovery structures when new or changing City HR policies and programs create change impacts
  • Ensuring compliance with all accounting standards and legal guidance with regard to disposition of recovery funds in excess of operational need
  • Developing and preparing the SHR revenue and expenditure forecast and operational budget
  • Acting as a liaison between the City Budget Office and SHR to deliver budget information, answering questions related to SHR’s finances, budget, and rates for both departments

  • Policy and financial research and analysis

  • Revenue and cost drivers pertaining to business modeling
  • Developing and applying a variety of analytic and modeling methods to different problems

The ability to:

  • Think critically, creatively, and strategically under the pressure of tight deadlines
  • Query databases and generate meaningful reports from big data
  • Communicate effectively and tactfully at all levels
  • Translate budget-related questions for a non-financial audience to gather satisfactory information

Skills in:

  • Technical writing, particularly in translating for business operations and financial needs
  • Business and financial acumen
  • Collaboration and working in teams
  • Basic accounting principles and financial statements and reporting
  • Excel and PowerPoint

Additional Information

This position is classified as a Strategic Advisor 2, Exempt and is exempt from the Civil Service System and is not overtime eligible (FLSA exempt). This position reports to the Chief of Staff. The full salary range for this position is $47.85 – $71.80 per hour. The salary range for this individual role has been identified as $63.00 – $66.50 hourly.

The first round of interviews for this position are tentatively scheduled for Tuesday, August 8 and Wednesday, August 9, with the second round taking place on Monday, August 21, 2023.

This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office twice a week. Individual schedules will be based on agreement between the employee and their supervisor.
