Responsibilities
TranSystems has an immediate opening for a BIA/BLM ROW Agent that implements advanced right of way (R/W) acquisition and/or relocation program to assist individuals and businesses affected by Energy and Utilities, public and private projects. Implementation is carried out pursuant to the relocation plan and process, project scope of work, R/W acquisition and management plan, Project Management Plan (PMP), written instruction, and direction from the project manager/program manager.

Essential Functions Include but are Not Limited to:
- Provide proficient management of land and restricted fee real property and processing applications for land into trust, ensuring the protection, conservation, and prudent utilization of Indian lands.
- Consult with beneficiaries, lessees, landowners, and interested parties.
- Researches, analyzes and reviews moderately complex or conflicting problems, and provide guidance to the Bureau of Indian Affairs and landowners and/or Bureau of Land Management.
- Federal, State and Tribal Laws, DOI/BIA/BLM Regulations Affecting Land
- Reviews plans and provides recommendations for compliance activities on surface and subsurface leases, oil and gas wells under the jurisdiction of the Agency or Utility companies.
- Provide assistance with plans and schedules.
- Coordinates with appropriate jurisdiction leads to assist with clearances of right-of-way violations, trespass and possible boundary disputes, prepares rights-of-way legal descriptions of maps.
- Coordinate job inspections and assist with boundary disputes.
- Coordination with GIS/CAD teams to conduct boundary surveys to determine correct boundary lines.
- Negotiates the acquisition of rights of way for projects, either private or public, by fee purchases, dedication or stipulation with property owners, mortgage holders, corporations, executors, lease-hold tenants or their attorneys.
- Provides clear explanation regarding property need and potential impacts as indicated in legal descriptions, mapping, and appraisals.
- Reports to project manager regarding status of offer, makes recommendations, and seeks further guidance.
- When necessary, obtains project manager and/or client approval on counteroffer, negotiations, and administrative settlements.
- Investigates and negotiates with property owners or their agents in matters relating to purchase, lease or disposal of real property.
- Analyzes and interprets detailed appraisals for use in negotiated acquisitions, sales, leases or condemnation suits.
- Prepares cost estimates based on market research completed.
- Reviews project plans or engineering drawings and coordinates with project manager to obtain or prepare land exhibits.
- Researches and prepares and coordinates the preparation of deeds, reconveyances, agreements, maps and other documents involving property rights.
- Maintains complete and accurate casefiles documentation and journal entries, pursuant to TranSystems and project specific requirements.
- Other duties as assigned.
Specialized Experience:
- Specialized experience is experience that demonstrates the applicants’ ability to respond to inquiries and explain Realty services in the State of California, processes, and procedures.
- Prepare and provide oversight to management with realty transactions for review and approval, performing quality assurance on detail transaction data, i.e., contracts and conveyances, coordinating records for compliance with established record management guidelines, assisting in maintaining and retrieving information from automated data systems, assisting with ensuring that leases, permits, easements and/or rights-of-way are issued at or above fair market value and that all terms and conditions of the contract are met.
- Work with land descriptions, appraisals, National Environmental Policy Act (NEPA), Title Status Report (TSR), and other clearances to ensure compliance, consulting with beneficiaries, lessees, landowners and other interested parties about the contracting process, options and other Realty needs.
Qualifications
What you bring to the firm:
- Valid Drivers’ License and the ability to provide valid proof of auto insurance
- Bachelor’s degree in business or other relevant degree program. Experience may be substituted for education on a case-by-case basis
- A minimum of 2 years of experience with right-of-way acquisition and/or relocation
- An understanding of R/W engineering, USPAP, and familiarity with the Uniform Relocation Act and eminent domain proceedings
- Current and valid Real Estate license
- Advanced proficiency in MS Office 2010 (Word, Excel, Outlook)
- Highly organized with ability to manage multiple project components simultaneously
- Excellent communication skills
- Persuasive negotiation skills
- Bilingual is beneficial, particularly in Spanish
- Self-motivated and maintain a positive teamwork-oriented attitude in a busy office environment
- Able to work effectively with diverse work groups including co-workers, clients, vendors, and claimants
- Actively engages multiple perspectives when solving problems, seeks to learn from peers, and encourages reciprocal learning among team members.

For individuals assigned and/or hired to work in California, Colorado, or NY City, TranSystems is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of California and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; internal peer equity; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At TranSystems, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $36-$40 hourly.
