The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Counterterrorism Division, Fiscal Affair Unit (FAU) manages and tracks the capital, expense and grant funding for the Counterterrorism Division to ensure that funding is available for purchases and that the funds are spent properly.
The FAU seeks qualified Associate Staff Analysts to assist with Department operations.
The Associate Staff Analysts will be responsible for:
• Research and assist in preparation of documentation for grant applications, reallocations, approvals, justifications, budget modifications, etc.
• Prepare funding analyses and fiscal/ contract management reports utilizing tracking spreadsheets
• Prepare procurement documentation for the establishment of contracts and agreements, amendments and changer orders. Knowledge of city and federal grant procurement guidelines
• Serve as liaison with vendors
• Demonstrate competence and accuracy in preparing all related documentation and correspondence
• Knowledge of city and agency policies and procedures (including Procurement Policy Board’s guidelines, Comptroller’s Directive, #6, Code of Federal Regulations (CFR) on Grants and Agreements
• Review vendor invoices and prepare payment packages
• Prepare overtime analyses for Counterterrorism Officer Program (CTO)
• Prepare and maintain CBRNE Inventory Asset Tracker
• Utilize Department databases (FMS, CHRMS, etc.)
Minimum Qual Requirements
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in 1″ above.
Preferred Skills
Preferred skills include:
• Prior experience and knowledge in managing and tracking grant allocations and distributions
• Experience with fiscal controls, accounting and grant processes
• Experience in creating, reviewing and administering contracts
• Knowledge of city and federal procurement and city procurement guidelines
• Strong analytical skills
• Familiarity with FMS and CHRMS
• Willing to work and commute to Brooklyn location
