Job Summary
Under the direction of the Parks and Recreation Director, this position is responsible for the planning, organization and management of the Departments programs, facilities, and related services. Duties specifically include special events, cultural, public information/marketing and leisure time programs for all ages and interest groups; assures programs are delivered in a safe manner and within budget constraints. The Assistant Director shall assume the duties of the Director in his/her absence.
Primary Duties and Responsibilities
PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Research and prepare special project reports for the Parks and Recreation Director, including preparing reports, plans, policies, and procedures, provide recommendations on plans, and other research activities.
  • Assist in preparing, administering, and justifying the departments operating and capital improvement budgets.
  • Develops, evaluates, and implements Parks & Recreation goals, objectives, monitors operations to identify and resolve issues; assures departmental activities are following all laws, policies, regulations, timelines, and goals.
  • Develops revenue and expenditure forecasts; participates in long-range planning for the department.
  • Evaluates Department operations and activities, and recommends changes and improvements to existing programs, priorities, policies, and procedures based on research, analysis, and recommendations by Division Managers.
  • Work with various commissions, committees and other Departments and Staff to provide information and assistance where appropriate.
  • Trains division heads and section heads in policies and procedures and budget issues.
  • Investigates citizen and employee complaints and resolve complex problems.
  • Assist division level managers in the day-to-day administration and strategic planning functions and responsibilities.
  • Manages staff through appropriate delegation and supervision; prioritizes and assigns tasks/projects; develops staff skills and conducts performance evaluations to assure conformance to standards and goals.
  • Analyzes trends and evaluates program operations and resources utilization; coordinates strategies and protocols to integrate Parks & Recreation services with other departments and agencies.
  • Assures effective communications between Parks & Recreation, City Departments and outside agencies.
  • Undertakes special projects as assigned.
  • Serve as a liaison with other City Departments on related activities.
  • Assumes overall control of the department during the Director’s absence.
  • Performs other duties as assigned or required.

Education, Experience, Licenses and Certifications
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Parks and Recreation, or closely related field; seven years of Parks and Recreation management or related experience and/or training to include five (5) years of significant supervisory experience; or equivalent combination of education and experience.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.
  • First Aid and CPR certifications are required; additional technical certifications may be required.
  • CPRP/CPRE preferred.

Knowledge, Skills and Other Requirements
Required Knowledge of:

  • City organization, operations, policies, and procedures.
  • City ordinances relating to Parks, Recreation and Rivers.
  • Commission for Accreditation of Park and Recreation Agencies (CAPRA) standards.
  • Methods, materials, tools, and equipment used in parks and grounds maintenance.
  • Landscape and irrigation design and maintenance practices.
  • Standards in ballfield maintenance, horticulture, landscaping, turf management, plant care, and application of pesticides.
  • Repair and maintenance standards for specialized equipment and vehicles.
  • Regulations and standards governing the maintenance of public parks and recreation facilities.
  • Principles and practices of administrative management, including personnel rules, cost accounting budgeting, and employee supervision,
  • Occupational hazards and safety precautions.

Required Skill in:

  • Interpreting and applying park maintenance standards and City policies and procedures.
  • Monitoring operations and assuring parks and recreation facilities are properly and safely maintained.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with City employees, vendors, and community organizations.
  • Supervising staff, managing personnel issues, and delegating tasks and authority.
  • Operating a personal computer utilizing a variety of business software.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment and at City parks and recreation facilities.
  • May be required to work immediately before, during or after an emergency or disaster.
  • NOTE: This position is designated safety and/or security sensitive.
