Assistant Deputy Chief of Personnel

The Assistant Deputy Chief of Personnel is responsible for assisting the day-to-day supervision of the Personnel Representatives who are responsible for personnel actions as it relates to hiring, recruitment of support professionals, promotional actions, and employee management. Reporting directly to the Deputy Chief of Personnel, the Assistant Deputy Chief of Personnel responsibilities will include but are not limited to:
• Assist in the supervision of Personnel Representatives and their work in relation to the processing of hires and promotions.
• Assist in the training of personnel staff.
• Responsible for overseeing a portfolio of divisions to manage personnel actions including reviewing division headcount and work with divisions to post vacancies.
• Responsible for onboarding and hiring of new employees and consultants within their assigned division.
• Assist in the review of personnel packages for final approval. Ensure finalized packages are submitted for file creation.
• Work with Personnel Associates to reconcile divisions’ headcount reports and ensure the vacancy reports are up to date.
• Answer and responds to employee inquiry.
• Conduct meetings with staff to review the status of personnel actions including new hires and vacancies.
• Work with staff with the coordination of start dates for new hires.
• Assist in the supervision of Planned Action Reports (PARs) for both hires and promotions actions in NYCAPS. Reviews the PAR for accuracy and submits pages for internal review.
• Assist in the review and approval job notices as well as submission of job notices.
• Assist in the review of justification information for submitted vacancies.
• Assist in the coordination of hiring pools.
• Assist in the review and implementation of recurring increment payments, longevity differentials and service increment awards.
• Assist in processing the review and processing of collective bargaining and Mayor’s Personnel Orders (MPO) increases, includes current and retroactive payments.
• Perform verification of agency’s payroll input into New York City Automated Personnel System (NYCAPS) and Payroll Management System (PMS).
• Perform the review of personnel data entry information entered by staff. May perform data entry in the Agency’s database as well as in NYCAPS.
• Conduct Interviews and candidate screening.
• Respond to personnel related matters in the absence of supervisor(s).

Minimum Qual Requirements

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in 1″ above.

Preferred Skills

Candidates who are currently certified in the permanent civil service title of Associate Staff Analyst may apply.

Candidate must possess prior experience in working in a NYC Human Resources Office and understand NYC Human Resources applications including PMS and NYCAPS.

Strong leadership skills and have the ability to work with a team.

Must have excellent communication and writing skills.
