General Summary

The Program Manager is responsible for planning and coordination of the Arts & Cultural Resources Department programs including curating multiple exhibitions, programming, and planning small- and large-scale city-wide events. Performs specialized administrative, planning, and marketing work related to exhibitions, events, and programs for the department. Responsible for all marketing materials, graphic design, website updates, social media presence, department newsletter, and calendar management. The position requires discretion and diplomatic skill in representing policies and working effectively with City personnel, officials, vendors, and the public.

Essential Functions
The following duties are illustrative only and are not intended to be all-inclusive:

  • Manages departmental programs, projects, services, and personnel as assigned by the Department Director.
  • Assists the Director in monitoring and evaluating the efficiency and effectiveness of the Department service levels and support systems.
  • Curates The Collective Community Arts Center, and the City Gallery Walls at the Library and Senior Center. Works with artists, arts organizations and manages in-house calls for entry.
  • Plans and staff’s community programming which will coordinate with exhibits at The Collective.
  • Implements RFP/contract completion and management of documents and approval processes.
  • Assists and supports Department Director in various projects and operational goals and objectives.
  • Assists the Director in administering the department’s Strategic Plan, and City and Department policies and procedures.
  • Attends meetings as assigned by the Director; represents the Department in the Director’s absence or as assigned.
  • Works directly with the public; implements public involvement processes and coordinates with other City Departments, boards and commissions.
  • Assists with preparation of the Department’s annual budget for submittal to the Finance Department; may assist with preparing monthly revenues and expense reports for analysis and review; works with Department Director and appropriate staff to strategically monitor expenditures.
  • May represent the Department at local, regional, and statewide meetings; serves on various committees; presents to civic groups and the general public; makes decisions and commitments within the scope of authority.
  • May work on grant applications for the Department.
  • Works with other City departments on issues of mutual concern, such as communications, inclusivity and diversity efforts, and other City projects as assigned.
  • Responsible for all marketing efforts including but not limited to the Lafayette Arts Source newsletter, the ACRD portion of the City website, Social Media, Press Releases, street banners, and other marketing projects as needed and assigned.
  • Responsible for branding and graphic design for the department.

Typical Qualifications
KNOWLEDGE: Thorough knowledge of principles and practices of assigned department’s operations; Working knowledge of the principles and practices of public administration; considerable knowledge of principles, practices, and methods of arts and cultural programming and exhibit design; facility management; leadership of groups and strategic planning. Good to excellent computer proficiency in Google Suite and Adobe Suite, Graphic Design programs, and social media management.
SKILLS: Strongly demonstrated skill in preparing professional written and verbal reports and supervising projects; skill in the operation of equipment necessary to perform the functions of the job. High level of customer service skills and ability to work with diverse populations with an understanding of public relations skills. Skills in marketing, writing newsletters, and graphic design. Understanding of DEI principles and application, positive interpersonal skills.
ABILITIES: Present and express ideas clearly and concisely, verbally and in writing to employees, citizen groups, and administrators; exercise independent judgment and evaluate program effectiveness and efficiency; analyze situations quickly and objectively and determine the proper course of action to be taken; analyze and prepare reports; establish and maintain effective working relationships with employees, the public, and other agencies.
TRAINING: Bachelor’s Degree in liberal arts, and/or in any arts and cultural related field. Training and experience in the areas of graphic design, program development, gallery management, and advanced customer service skills. A public administration/management certificate and leadership training certification are desirable.
EXPERIENCE: Five (5) years of increasingly responsible professional experience in a related field. Or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities.
Special Requirements
Must possess or be able to obtain a valid Colorado driver’s license. Must have a safe driving record and provide a copy of the motor vehicle report prior to hiring.
