Minimum Qualifications
Bachelor’s degree in business, real estate or related field; minimum of five years of appraisal experience, ten years preferred, with at least five years in valuing commercial, industrial and special purpose properties with increasing responsibilities; or an equivalent combination of training and experience. CAE designation or Virginia Certified General Appraisal License preferred. Excellent communication skills, both orally and with written correspondence, excellent research and analytical skills and proficiency in Microsoft Access, Excel, and Word. Experience with Marshall & Swift cost estimating software preferred. Advanced knowledge of the three approaches to value; income, cost and sales comparison as well as land valuation techniques. The ability to analyze large amounts of data and apply it to a broad population of properties is critical. Knowledge and understanding of local zoning ordinances, appropriate sections of the Virginia Code, the County Land Use Plan and how it influences property values and economic trends that affect commercial real estate desired. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Record must reflect at least three years of history and be dated within thirty days of interview. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
Duties
Performs the valuations of commercial/industrial land on major commercial corridors using the sales comparison approach to value, as well as other land valuation techniques, performs valuations of complex improved commercial/industrial and special purpose properties using cost, income and sales comparison approaches to value. Collects data from various sources related to income and expenses, vacancy rates, capitalization rates and economic trends for major property types to support valuations. Prepares commercial appraisals as needed for the Real Estate Director and other county departments, performs research and compiles the information for internal and external customers and coordinates valuation of commercial rehabilitation projects and enterprise zone projects. Prepares and presents assessment appeal cases to the Board of Equalization. Perform other work as required. PLEASE NOTE: Previous applicants do not need to re-apply. Shift
