Availability of Position: Immediate
Schedule: Monday-Friday 12pm-8pm/flexible some nights and weekends required
Reporting Relationship: PAD Program Manager
Salary/Grade: $45,500.00 per year; Grade 10, Exempt

Responsibilities
About the Police Assisted Diversion Program:
The PAD Victim Advocate will work with the PAD Program Manager, the Assistant Director of Anti-Trafficking and PAD partner agencies in Philadelphia as an integral part of The Police-Assisted Diversion (PAD) program. PAD is a Pre-Arrest Diversion model, which takes a social services approach to law enforcement. It involves a unique, active collaboration between police officers, social service providers, and local government. The PAD Victim Advocate will provide immediate contact, screening and assessment to individuals arrested for the crime of prostitution and for those encountered during street-based outreach, who choose to enter the diversionary program. The Victim advocate will provide trauma informed clinical case management to all clients and will work with the area service provider partners to ensure follow up and coordination of all immediate aftercare services.
Description of Position:
- Conduct initial screening and intake of all individuals referred to PAD program.
- Participate in managing a 24/7 hotline for response to victims of HT and coordinate services needed for all potential victims.
- Support clients in reintegration into the community to develop a sense of voice and regain power and control after suffering forms of severe trauma.
- Conduct regular street outreach to individuals in street-based prostitution and trafficking, providing basic necessities and immediate referrals.
- Manage a direct service caseload of 15-20 clients at any given point.
- Provide mobile case management in the community, accompanying clients to necessary appointments.
- Develop individualized trauma informed and culturally sensitive service plans for self-sufficiency with clients to coordinate ongoing short- and long-term aftercare services.
- Assist all clients through linkages to area resources as identified in individualized service plan for obtaining self-sufficiency such as employment, education, training, detoxification, mental health, physical health, legal, family, and financial.
- Provide trauma informed care and victim center approach to all operations.
- Build rapport with City Wide VICE and other PAD providers to ensure ongoing communication and victim centered policies.
- Keep up to date case notes and ensure client confidentiality in all forms of communication and conduct ongoing data collection and reporting for all cases through Salvation Army’s confidential database: Service Point.
- Support other New Day programs, as needed
- Performs related duties as assigned.
Qualifications
Requirements:
- MSW degree or BSW with minimum two years’ experience working in human trafficking or a related field (e.g., domestic violence, immigrant rights, workers’ rights) in a role that involves service provision, training, and/or advocacy.
- Experience with trauma informed care preferably a working knowledge of Sanctuary Model for Trauma informed services.
- Must understand the issue of Domestic and Foreign Human Trafficking and prostitution.
- Must have a valid driver’s license and reliable transportation to travel from site to site as may be needed in the performance of duties.
- Professional-level communications skills verbal and written.
- Bilingual in Spanish preferred
- As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter.
- Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
