The Maryland National Capital Park and Planning Commission, Department of Parks and Recreation, Prince George’s County seeks a hardworking self-starter with strong administrative, communication and organizational skills to lead the administrative team in the Land Planning and Environmental Stewardship Division (LPES). The Land Planning and Environmental Stewardship Division is responsible for the implementation of the Department’s land acquisition and management functions.
Under direction, serves as the primary supervisor to administrative and technical support staff. Ensures efficient and effective clerical and administrative support operations. Serves as a resource for management and staff on technical and administrative matters. Supervises various internal and external administrative functions. Performs other duties as assigned.
The position is not the software or technical expert. Instead, the worker at this level serves as a primary supervisor to administrative and support staff.
Examples of Important Duties
- Supervises office staff activity. Plans, assigns, and reviews work priorities. Recruits, selects, trains, and evaluates staff. Establishes goals and objectives for office support staff. Evaluates work performance and counsels’ staff on performance improvement. Initiates disciplinary action where necessary. Approves timecards and requests for leave.
- Develops office policies and procedures. Research administrative and operational issues to improve office operations. Makes recommendations to supervisor and identifies work processes or procedures that might be suitable for automation. Works with staff to develop, lead, and implement workflow plans. Supervises and monitors the ordering, safekeeping, and inventory controls of division equipment and supplies. Coordinates activities with other Commission units.
- Acts as Division HR Coordinator. Disseminates matters of importance related to personnel and human resource matters to Division Staff. Coordinates Division recruitment process and acts as liaison between the Division and Human Resources on matters related to recruitment. Coordinates the employee evaluation process. Serves as the Division benefits coordinator. Processes Human Resource documentation for Division staff. Conducts orientation sessions for new employees to explain unit organization, policies, and procedures. Completes personnel paperwork and coordinates with other Commission offices to process. Maintains personnel files, to include records of personnel actions.
- Coordinates the technical and administrative support work to review, controls, and processes a variety of materials for several administrative functions (e.g., finance, purchasing, human resources, budget). Acts on behalf of supervisor during supervisor’s absence on significant administrative issues requiring initiative and independent judgement.
- Contacts managers and other staff on behalf of division chief to discuss and relay orders on confidential, sometimes sensitive issues, or to provide information on status of programs and projects. Keeps support staff and managers apprised of upcoming scheduled events or deadlines, and initiates steps to ensure deadlines are met.
- Serves as primary contact on administrative matters. Responds to inquiries on status of administrative actions and appropriate processing procedures. Reviews administrative and operational issues. Coordinates administrative activities of unit.
- Maintains bookkeeping records for revenues and expenditures of division. Assigns proper accounting codes. Supervises the preparation and processing of check requests. May serve as custodian of petty cash and field purchase order systems. Maintains records of timecards, fixed asset inventory, and other data for division. Verifies records for accuracy and resolves any discrepancies.
- Prepares a wide variety of complex correspondence. Uses software to enter data, and performs computations using a wide variety of tables, graphs, and statistics. Extracts and compiles data to prepare administrative reports. Makes corrections to ensure error-free final copy.
- Composes a variety of technical and administrative documents and comprehensive reports for the division. May assemble data to prepare departmental administrative or budget status reports. May monitor fiscal expenses and budget for immediate office or designated activity.
- Coordinates meeting requests, facilities, and travel arrangements for work unit. Alerts supervisor and other staff of scheduled events, deadlines, or pending matters.
Minimum Qualifications
1. High school diploma or a Certificate of General Educational Development (GED).
2. Four (4) years of progressively responsible experience that includes at least two years in administrative and clerical support work.
3. An equivalent combination of education and experience may be substituted, which together total 4 years.

- Experience with land-use, design, or construction.
Working Conditions:
Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily
sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.

Eligibility
