Under direction, provides a variety of routine financial, utility service, and general accounting support for assigned accounting functions. Perform general office support duties that may include service counter reception, typing, word processing, data entry, record keeping, and filing duties.

Essential Duties and Responsibilities

  • Performs routine accounting or financial office support work in such areas as accounts receivable and payable, cashiering, payroll support, and utility billing.
  • Assists in the review of invoices and related documentation, extension of figures and verification of authorizations.
  • Assists in the preparation of accounts payable for payment.
  • Assists in the maintenance of various subsidiary ledgers, auditing and reconciling reports and information, and posting data a required.
  • Assembles data for the preparation of a variety of month-end reports to balance with the General Ledger.
  • Enters and retrieves data and prepares reports from an online or personal computer system, following established formats, as assigned.
  • Prepares and updates a variety of reports and forms, which may require the use of arithmetic calculations.
  • Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports.
  • Provides information to the public or to City staff that requires basic knowledge of department policies, rules, or procedures.
  • Refers inquiries beyond the scope of knowledge to the appropriate staff member.
  • Assists in the receipt of monies collected by other departments.
  • Counts funds received.
  • Performs cashiering function.
  • Prepares receipts for a variety of receivables, including those received through the mail.
  • Assists in balancing daily cash receipts. .
  • Performs a variety of routine general office support work, such as organizing and maintaining various files.
  • Prepares correspondence, reports, forms, agendas, and routine documents from drafts, notes, or brief instructions.

  • Proofreads and checks materials for accuracy, completeness and compliance with department and City policies and regulations.

  • Opens accounts for new service, determines the proper deposit, and assigns account numbers.
  • Keys in utility payments and enters meter readings into computer.
  • Assists in preparing listings of delinquent utility accounts.
  • Identifies utility customers with delinquent accounts and brings them to the attention of a more senior Accounting Assistant.
  • Accepts payments in the form of fees, monies, and deposits at the service counter for utility service, business licenses, building, planning and engineering permits, and various licenses, hanger payments, parking citations, yard sale and car wash licenses and for a variety of other City licenses, fees, and services.

Performs a variety of other duties as assigned
Minimum Qualifications

The requirements listed below are representative of the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.

Knowledge of:

  • Principles and practices of PC’s and related software.
  • Basic telephone etiquette, operations and related communications systems.
  • Financial record keeping, bookkeeping
  • Basic governmental accounting principles and practices.
  • Communication both verbally and in writing.
  • Basic record keeping principles and practices, business mathematics, and standard and specialized accounting office equipment.

Skilled in:

  • Reading, interpreting, and applying written policies, procedures and rules.
  • Performing accurate detailed work, including arithmetic computations.
  • Composing routine correspondence and organize, and maintain accurate records and filing systems.
  • Operating standard office equipment.
  • Maintaining effective working relationships with those contacted in the course of work.

Ability to:

  • Communicate effectively both orally and in writing
  • Read and interpret a variety of basic financial documents.
  • Operate a PC and related software
  • Operate a keyboard at 40 words per minute.
  • Understand a variety of basic financial documents.
  • Read and understand, and apply established City and departmental policies, procedures, practices, and regulations.
  • Follow oral and written instructions.
  • Work effectively with the public.
  • Operate specialized accounting office equipment.

Education and/or Experience

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

  • High school diploma or an equivalent certificate recognized by the State of California.
  • Business school courses or college-level courses in bookkeeping, accounting, business administration, finance or a related field are preferred.
  • One (1) to Two (2) years experience in a clerical position within an accounting or finance office setting.
