DESCRIPTION

This position is responsible for the management, direction, coordination, and evaluation of personnel assigned to a group of fire stations on a particular shift Responsibilities include assuming the role of Incident Commander on large scale, moderate to complex emergencies, determining risk to people and property, selection of proper strategies and implementation of appropriate tactics in the mitigation of emergency incidents, and is accountable for the safety and well-being of firefighting personnel and civilian throughout such incidents.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Implement the policies, procedures, and programs of the fire service in the community’s emergency management plan; coordinate planning and operations with local, state, and national emergency management agencies.
  • Establish procedures for assigning personnel to stations and encouraging professional development of subordinates. Develop programs that improve and expand service and build partnerships with other city departments, external agencies, and surrounding jurisdictions. Prepare a divisional budget, develop a budget management system, solicit bids, plan for resource allocation and work with records management systems.
  • Performs incident command functions at fire and emergency scenes: responds to calls involving fire, hazardous materials, natural and manmade disasters, evacuation and/or sheltering, rescue, and other critical incidents; assumes incident command of fire/emergency scenes until relieved by commanding officer; assesses and evaluates on-scene conditions; determines strategy and tactics; provides direction and coordination of manpower and resources; directs firefighting and/or rescue activities; ensures utilization of proper methods to suppress/control fires and preserve evidence; and supervises fire communications.
  • Develop and conduct a post-incident analysis, given a multi-agency incident and post-incident analysis policies, procedures, and forms, so that all required critical elements are identified and communicated and the appropriate forms are completed and processed in accordance with policies and procedures.
  • Plans, schedules, conducts and records staff training: ensures personnel receive adequate training and maintain an adequate level of physical fitness to perform job duties; monitors certification and recertification requirements for assigned personnel; and ensures assigned personnel maintain current knowledge, skills and abilities in the application of fire science technologies.
  • Participates in the department’s administration activities: attends management meetings; disseminates written communications; participates in policy development; and assists with budget development and administration.
  • Evaluate inspection and pre-fire planning programs at the station level to determine effectiveness and develop public safety plans for large facilities. Manage multi-agency planning, deployment, and operations. Manage, and evaluate a departmental health and safety program.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures: maintains an awareness of new equipment, trends and advances in the profession; maintains professional affiliations and required certifications; coordinates and participates in multi-jurisdictional training; and attends shift meetings, workshops and seminars as appropriate.
  • Assist in the preparation of community awareness programs to enhance the quality of life by developing nontraditional services that provide for increased safety, injury prevention and convenient public services.
  • Prepares, reviews, and evaluates all administrative and operational records and reports: compiles data and information regarding response calls, incidents, inspections, statistical details, staff training, resource allocation, post-incident analysis and related records and data; analyzes, assesses and develops strategies to meet current and future issues and concerns regarding emergency response; and prepares and submits reports and recommendations regarding the same.
  • Analyze and interpret records and data so that validity is determined and improvements are recommended. Perform other duties of a similar nature or level.

MINIMUM REQUIREMENTS

Education: Associate degree (in Fire Science or related field preferred).

Experience: Five (5) years as a Captain or above (experience as a Battalion Chief preferred).

Licensing/Certification:

  • Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
  • Must possess and maintain the following certifications:
    1. Georgia EMT Intermediate or Advance (Paramedic preferred),
    2. CPR Certified, NPQ Fire Inspector 1 and NPQ Fire Instructor I
    3. AFD Incident Safety Officer, and NPQ/GFSTC Hazmat Operations
  • Possess or have ability to meet current requirements set forth by the Georgia Firefighters Standards and Training Act.

  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
  • Physical Abilities: Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials. Possess or have the ability to meet current fitness requirements set forth by NFPA 1582.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, traffic hazards, bright/dim lights, toxic agents, explosives, disease, pathogenic substances, or rude/irate customers.
