Position Summary
Supervise, assign, review and participate in the work of staff responsible for field inspections and sampling to assess environmental conditions, to ensure compliance of City’s MS4 permit stormwater environmental codes, ordinances and regulations.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor’s degree from an accredited college or university in environmental science, geology, or engineering; and

Four (4) years of experience in storm water inspection; and

To include two (2) years of supervisory experience

Stormwater Certification preferred

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.

Possession of a City Operator’s Permit (COP) within 6 months from date of hire.

Preferred Knowledge

  • Operational characteristics, services and activities of an Environmental Protection Agency (EPA) Clean Water Protection Act
  • Administering Federal, State and City environmental codes, water quality regulations, policies and procedures
  • Methods and techniques of enforcing environmental codes and ordinances
  • Methods and techniques of environmental research and analysis
  • Principles of business letter writing and basic report preparation
  • Principles of supervision, training and performance evaluation
  • Principles, practices, objectives of environmental enforcement, including legal requirements, and inspection procedures
  • Principles and practices of stormwater monitoring using EPA approved methods
  • Principles and practices of scientific instrumentation, data acquisition systems and systems integration
  • Principles and practices of EPA quality management and assurance documents
  • All pertinent federal, state, and local permitting, enforcement, and appeals processes as it relates to environmental compliance issues
  • Inspection techniques sufficient to be able to determine what information is needed, gather and analyze desired information and input information onto check lists and into reports

  • Operate Stormwater sampling and monitoring equipment and ancillary systems in a safe and effective manner
  • Perform Stormwater quality measurement, monitoring and calculations
  • Design, install, implement and execute Stormwater quality monitoring studies for understanding environmental conditions
  • Prepare clear and concise reports
  • Communicate clearly and concisely
  • Perform the essential functions of the job with or without reasonable accommodation

  • Establish and maintain effective working relationships with those contacted in the course of work
