DESCRIPTION

The Department of Medicine (DOM) is responsible for fulfilling the academic, teaching, research, and clinical missions of the University of California San Diego and employs 600+ full-time salaried faculty members and 200+ academic appointees. Staff personnel include 1000+ staff, students, and volunteers. There are over 250 clinical faculties practicing at multiple sites and hospitals. The total direct annual budget is approximately $260 million, which includes contract and grant revenues, clinical practice and medical center funds, and other state and private endowment funds.

Under the direction of the Administrative Vice Chair (AdVC), the incumbent establishes departmental goals and manages the financial and administrative functions of the Medicine Sponsored Projects Office (SPO) with annual expenditures of nearly $160,000,000 Direct Costs. Act as lead advisor to DOM Chair and Division Chiefs on all sponsored portfolio activities.

The incumbent is responsible for all Pre-, and Post Award Grant and Contract Accounting and Administration for UCSD research representing over $160 million annually and more than 800+ active research awards on the post-award side, with close to 1.1 billion in proposals submitted per year. Active awards include approximately 100 National Institutes of Health (NIH), 12 Training Grants, 15 PPG/SCORE/Center Grants in addition to private grants, personnel agreements with local sponsors, Laboratory Service Agreements, and other research funding as directed by the AdVC.

Leads organizational objectives and governs a team of 6 assistant directors/ supervisors and their approximately 34 sponsored projects staff in the areas of pre-, and post-award contract and grant administration. Responsible for the establishment and management of all sponsored projects in the department. Implement operational and financial systems for managing and reporting of all SPO portfolios and ensuring financial and administrative controls for all sponsored project funding.

Manages the liability of the budget process related to faculty funding on grants for both SPO and related Organized Research Units (ORUs) (e.g. VMRF, UCSD Cancer Center, etc.,) . Leads and integrates enterprise-wide relationships with institutional, departmental, and divisional teams and offices. Oversee, monitor and advise AdVC and Chair on all fiscal issues with Medicine funds managed by non-SPO staff, including ORU’s and individual Principal Investigator’s (PI).

Collaborates with departmental and institutional leadership to develop systems and reporting mechanisms. Works closely with departmental faculty, division administrators and support staff to identify short-/ and long term opportunities.

Responsible for executing communications for all research related policy and procedure input. Functions as lead administrator for multiple SCOR, PPG and other major grants providing direction to supervisors, fund managers and PIs.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies.

Must be a team player, representing institutional objectives and goals as a primary measure for success.

MINIMUM QUALIFICATIONS

  • Eleven (11) years of related experience, education/training, OR a Bachelor’s degree in related area plus seven (7) years of related experience/training.
  • In-depth knowledge of the organization’s operational, personnel, and financial transactions and systems related to administration of contracts and grants.
  • Demonstrated ability to negotiate mutually beneficial agreements.
  • Knowledge of industry best practices.
  • Service orientation, strong management skills, leadership, sound judgment and decision making, critical thinking and creative problem solving. Knowledge of academic and staff personnel management concepts and policies in a university setting. Knowledge and/or experience managing in a union environment. Experience managing in a diverse workforce environment.
  • Skills using common desktop / web applications; understanding of research enterprise databases. Strong working knowledge of computer applications and technologies, including web-based technology, for a variety of uses including accounting, financial reporting, database management, and communication systems. Knowledge of university information systems (Ex: PDS, IFIS, DARWIN, PPS, PCIS, INFOLINK, etc.) as well as extensive knowledge and experience of standard financial management and database reporting tools.
  • Ability to communicate clearly verbally and in writing to multiple constituencies. Experience in making successful oral and written reports to explain and to make persuasive arguments to various levels of faculty and administration.
  • Bachelor’s Degree in related field, or equivalent combination of education and experience. Strong demonstrated background in fund accounting and financial administration.
  • Expert knowledge in pre- and post-award processes in the sponsored projects field.
  • Substantial skill in: a) leading by example, modeling a collaborative culture which values ethical conduct, customer service, b) supporting an environment that respects the person, leverages the power and synergy of teams with members with disparate opinions and views to achieve effective decision-making, c) acknowledging achievement, partnering with others to incorporate their ideas, and adapting to change, and c) facilitating consensus-building in diverse work groups with many perspectives by exercising diplomacy, negotiating compromise, and maintaining confidentiality.

Pay Transparency Act

Annual Full Pay Range: $78,900 – $179,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $37.79 – $86.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
