The Chief Administrative Officer Legal serves as the principal advisor to the City Attorney on enterprise-wide civil legal issues. Provides legal advice, strategy, structure, project management and counsel to elected officials, department directors, and city employees on complex, sensitive legal issues across the city portfolio. Together with the City Attorney and senior managers, determines department workflow, operations, staffing and budget requirements for the City Attorney’s office. Acts as a business liaison to internal service departments regarding administrative matters, personnel management, business and financial operations and strategic planning initiatives. This position works under administrative direction.
This position is designated as At-Will.
Essential Functions
- Oversees a group of managers and supervisors in a specific area; develops and implements related management policies for the assigned department(s); develops staffing structures and evaluates the success of lower-level managers in the assigned department(s).
- Advises and assists the City Attorney with legal research; drafting of legal documents; department administration, organization, staffing, budget, strategic plans, policies and structure. Identifies, refines and implements changes to improve workflow and operation within the City Attorney’s office. Develops and implements office-wide administrative policies for handling attorney operations. Advises the mayor, city council, City Attorney, department directors and city clients on a wide range of legal issues. Drafts, reviews and approves contracts, instruments, ordinances, resolutions, agreements, memoranda, briefs, legal opinions, pleadings, and other legal documents
- Researches, reads, interprets and advises internal clients on federal, state and local laws and regulations. Reviews proposed legislation at the state and federal levels that affects the city. Attends and participates in executive meetings on behalf of the City Attorney and the city.
- Supports Citywide initiatives through legal review and advice for legal risk, strategy, constitutionality and the implementation of programs, policies and procedures. Guides and supports the mayor’s office staff with legal analysis, review and research on programs and legislative services. Serves elected officials and executive leadership in legislative services and acts as an interagency liaison regarding programs and services.
- Serves as a member of the department’s management team and a liaison to internal service departments regarding administrative matters, internal services, personnel management and financial functions. Provides long and short-range strategic planning initiatives, general policy guidance and acts as project manager for implementation of special projects and initiatives that advance the city’s strategic vision.

Requirements
Required Knowledge, Experience, And Training
Juris Doctorate degree from an accredited law school and ten years of general legal representation, including one or more years of experience directly managing staff and/or attorneys.
Knowledge of:

Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Three years or more of experience directly supervising staff and/or attorneys.
Licensing And Other Requirements
Valid Idaho State Bar License or license with reciprocity in Idaho.
Valid state-issued driver’s license.
