The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. CEO develops and implements programming to support that mission and achieve outcomes within Colorado’s energy sectors.

The Colorado Weatherization Assistance Program (WAP), as part of CEO, helps qualified Coloradans save money, increase comfort, and better their homes and environment through proven energy conservation solutions. These solutions include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others. WAP operates in all 64 Colorado counties and serves Colorado’s diverse population of residents through its local service providers.

The CEO currently has an opportunity for a Program Manager to join the WAP team. The Program Manager will support the WAP team as described in the duties and responsibilities below.

Description of Job

Starting Salary Range: $70,000.06 – $76,000.60 Annually

This role will be a part of the WAP Engagement Team reporting to the Senior Engagement Manager. The Program Manager will be responsible for working with the Senior Engagement Manager on the development, implementation, and management of the Weatherization community engagement plan. The purpose of this role is to support the understanding of community needs (low-income and disproportionately impacted) as it relates to Weatherization in Colorado and work with CEO and its partners to prioritize and address these needs. This role will be spending some time traveling with the Senior Engagement Manager throughout Colorado communities, connecting and developing relationships with clients, potential clients, referring providers, community leaders, and other stakeholders across the state.

Programmatic Duties and Responsibilities

  • Represent WAP to prospective partners and key collaborators
  • Manage key outreach/engagement materials including brochures, websites, presentations, session agendas, and more
  • Manage the planning, and agenda and materials development of engagement events
  • Lead the organizing and facilitation of WAP annual meetings and special events
  • Provide direction and guidance to Delivery and Engagement teams in coordinating incoming and outgoing client and partner communications to ensure timely, complete follow up on client and partner outreach
  • Manage phone calls from potential and existing WAP clients including escalations and client complaints
  • Manage customer satisfaction survey delivery, analysis, and presentation
  • Serve as the point person for all WAP related websites and social media material
  • Serve at the WAP point person for the Colorado Energy Office Communications Team
  • Ensure all WAP communication materials adhere to the Governor’s Brand Identity Guidelines
  • Collaborate with the Senior Engagement Manager in coordinating media partnerships and managing deliverables
  • Identify and develop opportunities to enhance communication both internally and externally in collaboration with internal and external stakeholders
  • Coordinate with WAP partners and other stakeholders to achieve WAP’s community outreach and engagement goals
  • Occasional travel around the State to build and manage relationships with community partners
  • Support the implementation of the WAP community engagement plan, as well as updating and revising the plan as strategic direction requires
  • Work with WAP team to solve problems
  • Assist with taking minutes during staff meetings
  • Perform administrative duties for Commission on Low Income Energy & Water Assistance
  • Plan and coordinate annual Weatherization Day events (October 30th)
  • Assist in creating and revising WAP policies
  • Proofread, edit, and publish WAP policies and other documents
  • Write and publish quarterly WAP Network newsletter
  • Provide input during WAP strategic planning
  • Follow key developments in Weatherization and remain up to date on all WAP activities, communicating out to stakeholders as appropriate
  • Assist in procurement of goods and services when necessary
  • Assist in advancing Equity, Diversity, and Inclusion initiatives

General Duties and Responsibilities:

  • Participate in and travel, as necessary, to designated events and conferences in support of office programming
  • Perform other duties as requested and required

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Conditions of Employment
