Maintains security of the jail and lobby area of the El Paso County El Paso County Jail (Criminal Justice Center). Monitors all movement of inmates to prevent escape. Opens doors for ingress and egress of sworn and non- sworn personnel and visitors. Maintains an orderly and timely processing of visitors to the detention facility.

Essential Duties/Responsibilities

  • Provides facility security and ensures personnel safety at all times. Performs audio-visual recognition and positive identification for all ingress traffic. Monitors internal doors, gates, corridors, and blind areas with the use of cameras, radio, stentofone, voice recognition, and body language. Maintains operational readiness of the control room. Monitors ward door/gate indicator light panels and switches.
  • Ensures personnel and visitors entering the facility have secured weapons.
  • Inventories and checks operational status of all systems and equipment. Requests repair authorization when necessary; enters and tracks maintenance / repair problems in log.
  • Notifies and directs staff and/or outside agencies of the location of emergency alarms and codes: Code Red (inmate on inmate disturbance); Code 20 (staff needing assistance); Code Blue (medical emergency); Code A (all traffic flow stopped except for supervisors). Monitors ALPRS System and reports to shift supervisor of wanted vehicles that arrive at the El Paso County Jail via radio operation or telephone.
  • Monitors Gracewatch software and alerts security personnel of distress calls.
  • Provides documentation that may be used in court. Prepares computerized shift log to record routine, emergency, and unusual activities as directed by supervisor. Records key set verification, equipment inventory, inmate count, and specific security activities as directed. Ensures programming on the MATV is aired to the inmates. Advises Shift Sergeant of unusual events or emergencies. Monitors Audio/Visual equipment and additional visual observation in E Tower.
  • Provides meal counts to the kitchen; maintains battery charging and changing for HT radios.
  • Cleans Control Room and restocks appropriate supplies.
  • Maintains log of rejected indigent and legal mail.
  • Monitors security in lobby area. Answers telephone and refers calls to appropriate personnel. Provides information to visitors, both public and professional.
  • Schedules, identifies, and processes visitors to the detention facility. Ensures visitors meet dress code, eligibility, and security requirements. Logs visitors in and out of computer and checks for warrants as directed.
  • Directs traffic into facility, including emergency vehicles, fire personnel, delivery persons, and emergency repair crews.
  • Provides training to new sworn or civilian personnel on control room operations. Provides history/data regarding inmates and facility.
  • Uses hand-held metal detector (wand) to search visitors as needed when the visitor is unable to walk through, clear the walkthrough metal detector, or when the walk-through metal detector is broken.
  • Monitors the movement of inmates throughout the facilities.
  • May assist with training and instruction as needed.
  • Performs other duties as required.

Qualifications

  • Knowledge, Skills, and Abilities:
    • Ability to communicate effectively, both verbally and in writing.
    • Ability to resolve conflict and provide de-escalation techniques in a variety of ways with customers and staff.
    • Ability to communicate effectively and professionally with the general public, Sheriff’s Office staff, and other law enforcement personnel.
    • Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.
    • Must possess hand dexterity with buttons, switches, and finger pressure for control panels. Must be able to hear and see (20/20 correctable).
    • Must possess excellent customer service and administrative skills.
    • Must be able to work independently and under pressure. Must be able to handle numerous events simultaneously and prioritize.
    • Willingness to handle potentially health-hazardous material and equipment, such as inmate razors, nail clippers, and substances in the control rooms.
    • Knowledge of and ability to use equipment, including computers and word processing functions, hand held radios, keyboards, typewriter, fax machine, and copier.
    • Maintain regular and punctual attendance.
  • Required Education and Experience:
    • High school diploma or equivalent education.
  • Licenses/Certificates:
    • Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.
  • Pre-Employment Requirements:
    • Must pass a background investigation, truth verification examination and a drug screen prior to employment.

Work Conditions

Duties are performed in a lobby setting with daily interaction with the public. Low light, confined, and locked environment (control room). High traffic area in an open environment (Lobby area). Position requires shift work to ensure coverage for operations 24 hours per day 7 days per week; may be required to work days, evenings, or overnight depending on assigned shift.
