The City of Richmond Department of Social Services is seeking four highly qualified candidates to fill the position of Social Casework Supervisor in the Employment Services Unit. The incumbent is responsible for supervising a staff of Social Casework Coordinators and providing benefits and services assistance. The unit is tasked with determining eligibility for public assistance (TANF, Food Stamps, Medicaid, etc.) in compliance with Federal, State, and Local policies, conducting assessments and determine V.I.E.W. (Virginia Initiative for Employment not Welfare) eligibility, developing and monitoring self-sufficiency plans and monitoring the activity plan to achieving independence.
Duties include but are not limited to
- Selecting, supervising, training/development and evaluation of staff;
- Interpreting and monitoring compliance with federal, state, and local policies & procedures related to benefits/public assistance;
- Monitoring related legislation and regulation changes;
- Reviewing and approving case actions to meet all applicable regulations;
- Compiling and analyzing statistical client data;
- Developing and/or revising operating procedures for increased efficiency;
- Representing the Department at community group meetings, interagency functions, appeal hearings and other court proceedings, as required;
- Developing and/or revising work components to increase participation;
- Performing other related duties as assigned.

Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in principles and practices in the Human Services field, including knowledge of programs, social-economic trends, and behaviors that impact the delivery of human services; appropriate state and local policies and procedures, laws, and regulations; Social services programs; and agency administration policy.
Demonstrated skills in critical thinking with sound judgement and reasoning, case management, consultation and advising, facilitating meetings, conferences and training, oral and written communication and leadership.
Demonstrated ability to formulate, interpret, and implement policies and operating practices; read and interpret manuals/guidance for benefit and service programs; analyze workplace situations and provide effective and objective solutions; compile, analyze, work with a diverse population; promote accountability and responsibility among staff; and think critically and exhibit sound judgment.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor’s degree in social work, human services, or directly related field;
- Two years of experience as a caseworker,
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
PREFERRED TRAINING AND EXPERIENCE:
- Three (3) or more years of previous supervisory experience; workforce practitioner, or directly related field
- At least two (2) years experience working with Benefit Programs;
- Two years of experience as a workforce practitioner, or directly related field
- Experience working a case management system such as VaCMS, OASIS, ESPAS or other Case Management system(s).
