The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 to work as the Design Build Support Engineer. This position supports WSDOT’s mission by ensuring highway construction projects are designed and built in compliance with standard specifications, contract specifications and contract plans. The work of this position improves the safety, quality, and capacity of the State’s transportation system. As a Transportation Engineer 2 in the Olympic Region Traffic Office, the incumbent is placed in a team to review signing, illumination, work zone traffic control, traffic signals, channelization, and intelligent transportation systems for design build projects.
What to Expect
Among the varied range of responsibilities held within this role, the Design Build Support Engineer will:
- Review Design Build (DB) submittals for compliance with DB project requirements; Coordinate reviews with Traffic support groups.
- Perform project site drive throughs to assess implementation of compliance requirements; Support Project Engineer Offices in identifying and providing written recommendations for correcting any deficiencies identified from project site drive throughs.
- Attend virtual and onsite meetings in support of delivering quality Traffic control plans for Region projects; Discuss and develop viable construction staging.
- Read, write, and review Requests For Proposals (RFP) for DB projects.
- Research requirements supporting DB RFPs for traffic elements.
- Apply sound engineering judgement to review submittals, identify any deficiencies in the submittals, and prepare formal response and comment resolution.
- Participate in on-line collaborative review sessions and over the shoulder review meetings with the project office.
- Travel to and from project sites to perform on-site field reviews of active design build projects on state highways; Document conformance with plans and specification, notifies project office of results, and communicates corrective actions as needed.
Construction observation work is performed outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
Qualifications
This is a (TE2) position. However, the hiring manager reserves the right to fill the position at a lower level, (TE1), depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
To be considered for this opportunity at the TE1 level, the following are required:
- A Bachelor’s degree in civil or structural engineering OR certification as an Engineer-In-Training.
- Valid driver’s license and ability to travel from office to field or job sites.
- Ability to traverse uneven and/or steep terrain during field review work.
To be considered for this opportunity at the TE2 level, the following are required:
- Two (2) years of experience as a , , , , or equivalent work experience, such as professional experience with reviewing and/or preparing traffic control plans.
OR-
- Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, Transportation Planning Specialist 1, or equivalent work experience.
OR-
- A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or closely related field.
In addition to the above, the following are also required:
- Experience in communicating effectively in a diverse and inclusive environment, and to multiple audiences, both orally and in writing.
- Proven skill to examine, develop, and propose alternate solutions to complex elements of a project.
- Experience in being able to effectively work both individually and within a diverse team environment.
- Experience adhering to safety policies and diligence in performing work in a safe manner.
- Experience in working independently, prioritizing workload, and managing multiple assignments.
- Skills related to computer applications involving computer aided drafting, roadway modeling, databases, word processing, and spreadsheets.
- Valid driver’s license and ability to travel from office to field or job sites.
- Ability to traverse uneven and/or steep terrain during field review work.
It is preferred that qualified candidates also have:
- One (1) year experience of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, Transportation Planning Specialist 1, or equivalent work experience.
- Two (2) years of traffic engineering experience with any combination of the following:
- Freeway Operations
- Traffic Operations
- Traffic Design
- Work Zone Traffic Control
- Traffic Analysis
- Safety Analysis
- Knowledge of WSDOT design policies, standards and practices.
- Knowledge of computer aided design and civil engineering software.

- In additional to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
