Security Threat Analysis Senior Manager – SOF Portfolio Manager

Responsibilities

Manages team members performing threat analyses. Oversees the development of analytical threat models and provides functional guidance and direction to threat studies team in overall conduct of project(s). Supports team performing expert-level research and analysis of intelligence and related data support of threat studies. Provides advice, guidance and direction to threat studies team. Meets with corporate and customer representatives project team members to determine and manage study activities. Directs project briefings to assess study progress and to ensure consistency in meeting study objective. Participates in and manages the preparation of proposals in response to RFP’s from potential customers. Prepares, submits and presents reports and issue papers to customer representatives. Requires a Bachelor’s degree or equivalent and fifteen plus years of related experience. Military or/intelligence experience in a supervisory position. Requires a detailed knowledge of threat/war doctrine and concepts and threat forces. Requires knowledge of advanced threat analysis technology in such areas as telecommunications, computer science, electronic warfare and/or nuclear/biological/chemical warfare. Requires a detailed knowledge of Department of Defense and service level (Army, Navy, Air Force) intelligence communities, including collection methods and production resources and responsibilities. Requires skills and abilities in supervising the handling classified information. Requires working knowledge with military order of battle, chain of command and communications/information security. Requires strong knowledge of technology related to electronic warfare.

  • Portfolio Managers collaborate with SCO & SETA staff to define portfolio strategy, management, & design thinking innovation.
  • Collaborates with cross-functional enablers (Irregular Warfare, Spectrum Situational Awareness, and Enterprise Intelligence, Surveillance & Reconnaissance) to prioritize emerging threats to provide recommendations to SCO for Technical Direction Letters (TDLs) development.
  • Directs TDL lifecycle through completion in the domain area of responsibility.
  • Responsible for providing a Technical Direction Plan (TDP) in response to each of the FEDSIM CO-approved TDLs.
  • Responsible for tailoring the requirements of each TDP to match the complexity of the project requirements. The TDPs are evolutionary documents and shall be updated as necessary during the execution of the TDLs.
  • Works from the latest FEDSIM CO-approved version of the TDP. Schedules and coordinates a TDP Project Kick-Off Meeting.
  • Provides a TDP Kick-Off Meeting Agenda and delivers TDP kick-off Meeting minutes.

Qualifications

Required Qualifications:

  • Bachelors degree and 12+ years of experience or a Masters Degree and 10+ years of experience.
  • Active Top Secret Clearance.

Preferred Qualifications:

  • 5+ years experience working at OSD (ASD/SO-LIC), Joint Staff (DDSO), and/or USSOCOM HQs.

Target Salary Range
$135,000 – $216,000. This represents the typical salary range for this position based on experience and other factors.
