The Cosumnes Community Services District is seeking one (1) full-time Urban Forestry Manager in the Parks and Recreation Department.

Under general direction, develops, plans, organizes, oversees, coordinates, and manages the operations of the District-wide Urban Forestry Management Program involving the care, protection, and conservation of trees located in District maintained parks, trails, streetscapes, facilities, golf courses, and public rights-of-way; provides technical advice and training related to tree and landscape maintenance activities; manages the effective use of program resources to improve productivity and customer service; provides complex and responsible support to management in areas of expertise; and performs related duties as assigned.

Eligibility List
Candidates passing the critical criteria and who meet the position’s minimum qualifications will be ranked based on their final score in the assessment process and placed on the eligibility list. Once the District has an established eligibility list, the list will remain in effect for twelve months and will be used to fill future vacancies.
Duties and Responsibilities

  • Plans manages, and oversees the daily functions, operations, and activities of the urban forestry management program, including the maintenance, removal, and planting of trees and shrubs.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; within division policy recommends appropriate service and staffing levels; recommends and administers policies and procedures.
  • Participates in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with applicable specifications and service quality.
  • Develops and maintains street tree inventory data and prepares work programs and planting specifications for the street tree program.
  • Acts as liaison with other District departments, public agencies, and private organizations to coordinate policies and procedures relating to tree preservation, maintenance, or replacement.
  • Identifies insects and diseases and selects appropriate treatment methods.
  • Performs field evaluations and resident tree consultations.
  • Reviews commercial tree planting plans, landscape projects, and irrigation systems; assists in recommending landscaping design.
  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Serves as a liaison for assigned functions with other District departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in urban forestry management; researches emerging products and enhancements and their applicability to District needs.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Directs the establishment and maintenance of working and official division files.
  • Ensures staff compliance with District and mandated safety rules, regulations, and protocols.
  • Performs other duties as assigned.

Qualifications

Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. The education or experience requirement may be modified or waived at the sole discretion of the General Manager. At least one of the education or experience requirements must be met; however, both requirements cannot be modified or waived. A typical way to obtain the knowledge and skills would be:

Education and Training:

  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in arboriculture, urban forestry, horticulture, or a related field;
  • Possession of a Professional Arborist Certification designated by the International Society of Arboriculture (ISA), to be maintained throughout employment.
  • Possession of a valid California Department of Pesticide Pest Applicator License or Certificate (Category B), to be maintained throughout employment.

Experience:

  • Five (5) years of increasingly responsible experience in urban forestry management, of which three (3) years should be in a manager or supervisory capacity.

Special Requirements:

  • Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first thirty (30) days of employment; certification must be maintained through employment.
  • Must possess a valid California class “C” driver’s license, with a satisfactory driving record as determined by the District, and maintain it throughout employment.

Knowledge of:

  • Principles, practices, methods, and techniques of a comprehensive urban forestry program, including tree planting, species selection, maintenance, soil science, and tree pruning.
  • Integrated pest management techniques.
  • Administrative principles and practices, including goal setting, program development, implementation evaluation, and project management.
  • Principles and practices of budget development and administration.
  • Principles and techniques of supervision, training, discipline, and performance evaluation.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
  • Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned area of responsibility.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical Demands

  • Mobility: frequent sitting and use of keyboard; frequent standing for long periods of time; frequent walking, standing, bending, stooping, squatting, kneeling, climbing ladders, crawling and twisting, while performing fieldwork; frequent pushing, pulling or lifting objects up to fifty (50) pounds while performing maintenance and repairs, loading trucks with supplies and equipment, and assisting with the set up of special events;

Typical Working Conditions

Work is typically performed in both indoor and outdoor environments. Incumbents are exposed to noise, moisture, dust, vibrations and various types of weather including heat and cold. Basic cleaning of facilities may include exposure to cleaning agents. Work may take place and require travel in a vehicle to and from off-site indoor and outdoor locations throughout the District.
