Position Purpose
The Supervisor-Animal Field Services supervises, supports, oversees, and monitors all animal field services performed for the City of Dallas animal control. Oversees bite investigations, animal impounding, warrant creation, general field work, and employee training to ensure efficient, effective, and safe animal field services.
Essential Functions
1 Oversees, supervises, and monitors animal safety and care while at the Animal shelter; performs daily Rabies walkthroughs, ensures quarantine measures are in place, and determines actions based on testing and animal status.
2 Investigates, evaluates, reviews, and supervises all bite calls and cases; performs field services to find dog, determine and notify owners, issue citations, and provide all investigative services; drafts and creates affidavits for dangerous or aggressive dogs, and educates owners and victims on bite and investigative process.

3 Evaluates and checks vaccination status of dogs in the field, monitors compliance with City regulations, and catches and transports dogs when needed.

4 Impounds and tracks dogs in the field; supervises, supports, and coordinates efforts amongst team and performs field services work; catches animals, performs safe handling, identifies owners, contacts police, and performs and oversees all paperwork and actions.

5 Identifies and determines cases of cruelty; performs due diligence measures including gathering information, taking photos, and making contact with owner; issues citations, confiscates animals, and documents actions thoroughly; supervises other field services personnel to ensure all protocols and processes are followed to mitigate risk, and potential liability.

6 Supervises and oversees the care and maintenance of field services vehicles; ensures all personnel are performing the necessary maintenance and care to keep vehicles operable and safe.

7 Provides in house office work and oversees and inputs information into the system; receives and evaluates new bite, bodily injury, or other documentation and oversees the accuracy of documentation and reporting; dispatches personnel to critical animal situations and provides follow up and

8 Monitors, supervises, supports, counsels, trains, and oversees staff performing field services and answering bite and injury calls; monitors performance and ensures all protocols and policies are followed; supports and assists with challenging situations both in the field and in the office.

9 Performs any and all other work as needed or assigned.

Minimum Qualifications
EDUCATION:

  • High school diploma or GED.

EXPERIENCE:

  • Four (4) years of experience working in Animal Services /Animal Welfare/Animal Husbandry/Social Services/ Veterinary Clinic/Law Enforcement/Code Compliance/First Responders with two (2) or more of the following areas:
    • Animal Control Officer
    • Animal euthanasia process
    • Animal cruelty and rabies prevention programs
    • Animal Control operations involving Enforcement of Federal, State or Local Laws
    • Veterinary Assistant or Technician
    • Veterinary Emergency medicine
    • Disposition and evaluation of animals
    • Enforcement of Federal, State and Local Laws
    • Experience in writing and obtaining warrants
    • Experience in public presentations and/or appearing in court
    • Development and implementation of training programs
    • Directing and reviewing the daily operations of a team, determining the priorities and making course corrections as needed
    • Positive placement programs (Adoption, Foster, Rescue, etc.)
    • Solving minor complaints and recommending disciplinary action (Internal and external)

AND

  • One (1) year of lead work/supervisory responsibilities. (This experience may be included in the required experience listed above.)

EQUIVALENCIES:

  • A current Veterinary Technician certification plus three (3) years of the required experience including one (1) year of leadwork/supervisory responsibilities will meet the education and experience requirements.
  • Valid professional animal shelter/control related training and/or certification(s) from a State or National organization plus three (3) years of the required experience including one (1) year of leadwork/supervisory responsibilities will meet the education and experience requirements.

LICENSE and CERTIFICATION:

  • Valid driver’s license with good driving record.
  • Must obtain a basic Animal Control Officer (ACO) certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period.
  • Must obtain a Euthanasia certification issued by the Texas Department of State Health Services (TDSHS) within the probationary period.

OTHER REQUIREMENTS:

  • Availability to work varying shifts including nights, weekends, holidays and twenty-four (24/7) on call status.
  • Subject to inclement weather.
  • No Animal Cruelty Convictions.
  • No Felony Drug offenses within the past ten (10) years.

PREFERENCES:

  • Valid professional animal control related training and certification(s) from a State or National organization is a plus.
  • Animal emergency response or animal first response experience is a plus.
  • Ability to read and interpret City, State and Federal regulations in an enforcement capacity.
  • MS Office or similar software skills.
  • Management information systems software skills.
  • Ability to make public presentations and/or appear in court.
  • Ability to maintain accurate records to track and report unit performance.
  • Ability to lift in excess of fifty (50) pounds.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.

For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
