Purpose of Position/Summary:
Incumbent is responsible for establishment and administration of the environmental safety program within Logansport State Hospital.
Essential Duties/Responsibilities:
Ensures compliance with all federal, state, and accrediting organization rules, regulations, and standards governing fire, health and safety and emergency management
Inspects all fire, health, and safety equipment for defects and damage and monitors preventive maintenance schedules;
Conducts routine inspections of hospital buildings and grounds to assure compliance with all fire, safety and health standards;
Chairs Environment of Care Committee.
Supervises employee and contract safety and security personnel to ensure a safe environment for patients, visitors, and staff.
Working knowledge of The Joint Commission Environment of Care, Life Safety and Emergency Management Standards. Maintains all supporting documentation required by statute or regulation for compliance with OSHA, IOSHA, The Joint Commission, etc.
Maintains Environment of Care plans and documentation of safety procedures and practices.
Required Fire Drills, Emergency Drills and maintains appropriate documentation.
Maintains ongoing fire/safety orientation for all new facility personnel, as well as development and implementation of continuing education for facility personnel in safety areas and fire safety practices.
Coordinates fire and disaster drills.
Job Requirements:
Thorough knowledge of and ability to apply federal and state occupational safety, fire and health laws, rules, regulations and policy guidelines;
Thorough knowledge of Environment of Care, Life Safety and Emergency Management standards of accrediting organizations and regulatory bodies such as The Joint Commission, CMS, ISDH, etc.
Considerabile knowledge of and ability to conduct surveys, complete inspections, and evaluate investigations and their results through reports and findings;
Ability to establish and monitor preventive maintenance schedules as they pertain to health, fire and safety equipment issues;
Strong communication skills, both oral and written
Strong attention to detail and ability to multi-task
Ability to develop and present safety training.
Ability to establish and maintain effective relationships with staff of Logansport State Hospital, DMHA, FSSA as well as other state and local agencies and representatives of regulatory and accrediting bodies.
Supervisory Responsibilities/Direct Reports:
This position has no supervisory responsibilities
Difficulty of Work:
Work is broad in scope involving independent judgment in inspecting and evaluating the safe operations of all programs at the hospital. Work requires crirtical and analytical ability in applying pertinent federal and state laws, regulatory/accreditation standards, and departmental policies.
Responsibility:
Working independently, incumbent must possess sufficient technical knowledge to foresee the development of dangerous circumstances. Incumbent must evaluate all hospital programs to detect any safety violations and/or potential hazards and develop and recommend changes to bring the institution into compliance and to maintain accreditation. Decisions are reviewed for overall obtainment of agency objectives and goals.
Personal Work Relationships:
Incumbents worked with hospital and DMHA personnel, State Fire Marshall, State Board of Health, and other representatives of state and federal agencies working in the health and safety areas, as well as surveyors from accrediting organizations. Interactions with department heads and hospital management frequently require non-routine cooperative problem solving to ensure life, health, and safty standards are continuously being met. Daily contacts includes hospital staff and outside agencies.
Physical Effort:
Incumbent must be able to walk and occasionally stoop or climb to perform inspections of a large facility.
Working Conditions:
Work is performed primarily in an office or hospital environment, but also works outdoors occasionally and may be exposed to inclement weather.

Logansport State Hospital is a state-operated inpatient psychiatric hospital for adults with mental illness. Using an interdisciplinary approach and evidence-based programming, we promote recovery and return of the individual to the community.
Salary Info:
Salary: This position traditionally starts at an annual salary of $47,320. Salary for this position may be commensurate with education and job experience.
About the Job:
As the Program Director, you will be responsible for executing program activities that require critical thinking and application of program knowledge with independence and routine reporting. In this position, you may offer recommendations on improving the management of program activities but does not regularly develop new services or products.
A Day in the Life:
The essential functions of this role are as follows:
- Monitor key performance indicators to ensure program effectiveness.
- Assist in developing, updating, and monitoring all policies and procedures related to the program area.
- Answer customer questions about program policies and procedures.
- Act as technical consultant to stakeholders to clarify and interpret policies and procedures.
- Prepare and disseminate monthly and annual program reports.
- Review the budget and program assets are allocated appropriately.
- Monitor compliance and make recommendations to the program to increase efficiencies.
- Prepare training materials and train agency employees on program requirements and usage.
- Deliver communication plans and communications.
- Serve as a liaison between agency and other state and federal agencies.

What You’ll Need for Success:

- Working knowledge in program subject matter obtained through experience and/or education.
- Specialized knowledge of program area including pertinent rules and regulations.
- Basic knowledge of all source materials and references including federal and state laws governing the programs.
- Ability to implement new principles and policies and discern any far-reaching implications
- Ability to communicate effectively.
- The ability to apply general rules to specific problems to produce answers that make sense.
- Ability to work effectively with a wide variety of stakeholders.
- Working knowledge of accounting and budget principles.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports; however, supervision may be assigned based on agency needs.
