The Division of Family Services is currently seeking a Program Consultant Sr. (Capacity Building Coordinator) position. This position is responsible for providing the expertise necessary to child welfare requirements, and division-wide communication to build capacity throughout Virginia’s child welfare system. As a program expert in strategic operations within child welfare services, this position provides leadership within the Division of Family Services by planning, managing, developing, interpreting, implementing, and evaluating program policies and procedures for Virginia. Leads or supports both internal and external projects to support child welfare programs. Collaborates with state and local agencies to improve child welfare services and comprehensive delivery of services for children and families. Through comprehensive research and analysis, plan, develop, recommend and coordinate communication and capacity building for the program, plan and develop agency and state position statements on legislative changes, administrative roles, and policy statements that may affect child welfare programs in Virginia. Reviews and tracks federal and state legislation which may impact the division and best practices. Works collaboratively across programs within the Division to achieve unit, division, and agency goals. Assesses and evaluates the effectiveness of communication and capacity building initiatives.
Minimum Qualifications
- Considerable knowledge of, and work experience in child welfare programs to include Child Protectives Services, In-Home/Prevention services, Foster Care, and Adoption.
- Considerable knowledge of, and work experience in business operations, data analysis, continuous quality improvement (CQI) and quality assurance activities.
- Working knowledge of the diverse needs of clients, community organizations, programs, and state and local government systems.
- Ability to resolve problems.
- Demonstrated ability to design and evaluate programs to meet projected service delivery goals/objectives and outcomes.
- Ability to communicate clearly and concisely both orally and in writing with various levels of internal and external customers.
- Extensive experience utilizing Microsoft Suite of tools.
Additional Considerations
- Extensive experience in child welfare with work in a local department of social services are preferred.
