This is advanced engineering work requiring licensure by the Florida State Board of Professional Engineers. Duties include coordinating a statewide program, serving as a technical assistant, or performing other comparable office duties within the Wastewater Permitting Program.

The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located in the Pensacola office.

Your Specific Responsibilities:

Duties and Responsibilities included:

  • Review of NPDES Domestic and Industrial Wastewater permit applications and documenting permitting decision recommendations in the District’s Wastewater Permitting Section of the Water Resource Management Program.
  • Review and provide engineering evaluation for permit applications for domestic and industrial wastewater treatment facilities as well as permit modifications and renewals and individual permits for domestic and industrial activity within the Northwest District (NWD), with minimum supervision.
  • Review operational data, designs, engineering reports, and other information submitted with the application to assure compliance with accepted engineering practices and Departmental rules, and standards.
  • Provide technical advice to applicants regarding permit application deficiencies and prepares letters requesting additional information as required.
  • Prepare permits and fact sheets and recommends issuance or denial of permits to supervisor.
  • Independently conduct on-site inspections of domestic and industrial wastewater treatment facilities and sites of proposed facilities to verify information submitted with applications for permits for new, existing, and modified facilities.
  • Consult with governmental officials, professional engineering designers, contractors, developers, and entrepreneurs on proposed plans to ensure adherence to DEP procedures, regulations, Florida Statutes, and good engineering practice.
  • Coordinate federal, state and local requirements and agency actions to assure compliance with applicable rules.
  • Coordinate with and provide engineering expertise to the Permitting and Compliance Assurance Programs to ensure that violations of rules, codes, and permit conditions are dealt with in an expeditious manner consistent with State and Federal guidelines for such violations.

Required Knowledge, skills and abilities:

  1. Ability to maintain a current Florida Professional Engineering License
  2. Ability to maintain a valid driver’s license.
  3. Ability to drive and travel, including some overnight.
  4. Ability to conduct field inspections.
  5. Skill and proficiency in computer operations and programs such as MS Word, Excel, PowerPoint, Access, Sharepoint and Outlook.
  6. Ability to conduct and complete work assignments without close supervision.
  7. Ability to solve problems and make decisions.
  8. Ability to communicate in a tactful and courteous manner both verbally and in writing.
  9. Ability to follow direction and policy.
  10. Ability to demonstrate personal integrity, responsibility, and accountability.
  11. Skill in determining work priorities to ensure timely completion of work assignments.
  12. Skill in dealing with conflicts, confrontations, disagreements in a positive manner.
  13. Knowledge of engineering design, construction, production, and operations techniques.
  14. Knowledge of the concepts, technology, principles, and analytical techniques of environmental engineering subspecialties.
  15. Knowledge of Florida’s regulatory programs and environmental laws.
  16. Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
  17. Skill in evaluating, analyzing and interpreting aerial photography, site plans and drawings.

Minimum Qualifications:

  • Valid Driver’s License
  • A Bachelor’s degree or higher in the field of engineering
  • State of Florida Professional Engineer’s License
