Specific Responsibilities:
- This is a Budget Analyst position in the Florida Department of Health, Palm Beach County, HIV Program. This position will be assisting in the formulation of the aggregate HIV Program budget and the administering/monitoring of the individual funding sources availability, accuracy of accounting data and consistency with management objectives.
- Performed duties in accordance with all Federal, State and Local policies, procedures, regulations as related to the billing functions and operations of the Florida Department of Health Palm Beach County Work is performed under the supervision of the Public Health Services Manager F-SES. his position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
- This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures.
- Direction and supervision of the fiscal resources for the Prevention Program includes grants, local, state and federal funding. Responsible for coordination, development and monitoring of HIV prevention efforts and trends in the county. Works with prevention staff with contract and grant responsibilities to allow for services provisions and seek resources. Works closely with other program staff and community-based organizations to ensure appropriate monitoring of HIV/AIDS prevention activities and appropriate financial tracking.
- Responsible for preparing and submitting the Request for Grant Proposals for Health and Support Services for Persons with HIV Spectrum Disease (Ryan White Part A). Monitors and manages federal reporting requirements for funding received from the Ryan White Part A Program.
- Assists, as needed, the patient care contract manager in entering grant required client data from source documents into HMS and/or CAREWare, as continued Ryan White Part B and State HIV/AIDS General Revenue funding requires medical and demographic client information to be accurate to evaluate utilization and health outcomes.
- Maintains, controls, and performs budgetary operations of the HIV/AIDS -Level 4 (L4) 16- program financial reports for all HIV program’s funding sources prior to submission and review with the Program Manager. Audits financial computerized reports produced by State Accounting Programs for programmatic discrepancies between actual budgeted revenues and expenditures.
- Assists program and cost center coordinators in the development of their annual budgets. Assists in the preparation of the budget instructions. Prepares detailed budget analyses and coordinates with program budget for corrections and or revisions. Trend analyses by Other Cost Accumulator (OCA) and advises program manager of potential deficiencies, underspending, and revisions of funds.
- Reviews FLAIR and FIRS reports, determines and requests the necessary corrections. Reviews employees’ Employee Activities Report System (EARS) data and reports in Health Management System (HMS) to assure appropriate funding source is charged. Reviews preliminary grant and contract requests to assure that budgetary requirements are met, and that revenues and expenditures are properly coded.
- Generates billing, prepares all invoices, and prepares paperwork for all HIV/AIDS audits, including but not limited to billing and invoicing the county for Ryan White Part A and Ending the Epidemic grant dollars.
- Rviews all program contracts to ensure correct coding allocation and revenue are correct.
- Participates in program routine activities: meetings, trainings, other management team functions.
- Performs other related duties as assigned.

- Knowledge of accounting principles, practices, and procedures.

- Knowledge of the methods of data collection, analysis and report generation.

- Ability to maintain a high degree of accuracy and pay close attention to detail on work assignments.

- Valid Driver’s License is required for this position.
