Salary range is $65k to $150k, with a midpoint of $105k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:Under general direction of the Director of Construction Management and the specific direction of the Construction Managers for Sound Transit’s non-corridor construction projects, provides instructions, oversight and guidance to other inspectors on the project site or in the fabrication shop and also performs technical level duties in the inspection of work and materials provided by contractors to ensure that the materials provided and workmanship performed are in accordance with the Contract requirements; provides inspection of offsite manufactured items and special track work to ensure it meets Sound Transit specifications; coordinates with construction managers to document and ensure work is performed in accordance with the Contract Documents; provides feedback and opinions related to inspection and oversees the preparation of and prepares a variety of reports documenting inspection results; and coordinates and assists with permitting and scheduling of contractors, and serves as on-site inspector as required.
ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Schedules and meets with construction managers to review construction projects, plans, and specifications; discusses current field work and activities currently being done by ST contractors; and coordinates and plans for inspection assignments with construction managers.
- Travels to construction sites and provides instructions, oversight and guidance to other inspectors on the project site. Performs physical inspections of construction materials and the construction work done by ST contractors when other inspectors are not available; conducts inspections of manufactured or precast items to ensure that the materials and work conform to the Contract requirements.
- Provides feedback and opinions related to inspection; oversees the preparation of and / or prepares reports documenting inspection results; and prepares and maintains a variety of records, updates, and reports related to areas of assignment.
- Actively participates in a variety of meetings including track access meetings, field meetings with contractor and vendor representatives, and construction managers / resident engineers to review specific work and to discuss and provide critique on portions of the work being constructed. Coordinates and assists with permitting and scheduling of contractors. Serves as on-site inspector, as required.
- Provides support to the department on matters, as requested; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments, as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
- Ensure that all work performed and all materials furnished are in accordance with the Contract requirements.
- Ensure that inspector’s daily reports, time and material sheets, construction photographs and other support documentation are completed and sent to the Construction Manager / Resident Engineer on a daily basis.
- Review and provide comment on Contractor-issued Construction Work Plans. Attend Pre-Construction Readiness Review Meetings and other meetings, as requested.
- Ensure traffic control plans are approved by the government agency having jurisdiction and correctly implemented prior to start of work and that the approved traffic control program is properly maintained during any related work activity.
- Ensure nonconforming or defective work is properly documented and corrected in accordance with approved plans.
- Track and record all work activities relative to Work Directives and Change Orders.
- Oversee and/or coordinate inspection and test activities of independent testing laboratories as required by Contract.
- Verify that as-built conditions are tracked and recorded on contract drawings.
- Monitor on-site safety requirements during the course of the project.
- Assist with coordination of third party inspections and tests, as necessary.
- Assist the Construction Manager / Resident Engineer with verification of quantities for payment of contractor monthly pay requests.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s Degree in Construction Management, Engineering, or closely related field and four years of construction field inspection experience of heavy civil, buildings, trackwork and systems (signal, communications and traction power) construction; OR an equivalent combination of education and experience.
Preferred Licenses or Certifications:
- Possession of a current: registration as a Professional Civil Engineer issued by the State of Washington, certification as a Certified Construction Manager issued by the Construction Management Certification Institute.
- Certification as a Project Management Professional by the Project Management Institute.

- Work is performed in both a standard office environment and on an active construction project site.
