A Bachelor’s Degree from an accredited college or university AND two (2) or more years of regulatory and/or investigative experience is required.

- Two (2) or more public presentations given in the last two (2) years.
- Excellent time and personnel management skills, and excellent oral/written communication and presentation skills
Preference shall be given to applicants with:
- Two (2) or more years of leadership experience.
- One (1) or more years of experience using Microsoft Excel and/or PowerPoint.
- One (1) or more years of writing detailed chronological reports.
- One (1) or more years of experience conducting onsite inspections and/or face-to-face fact-finding interviews.
- Bi-lingual with the ability to fluently speak and write Spanish and English.
- Two (2) or more years of experience giving public presentations.
- Ability to perform physical activities such as climbing stairs and/or walking on uneven/unlevel grounds (i.e., construction sites) in various outdoor weather conditions (i.e., temperatures below 40°and above 90°).
Regarding the anticipated starting salary, the Division of Workers’ Compensation typically hires at or near the minimum, unless an incumbent possesses direct and relevant experience in the job, they are a candidate for.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of data collection methods; problem-solving techniques; data analysis; and management principles. Ability to apply investigative principals and techniques; review, analyze and evaluate financial data; collect, analyze, and interpret data; organize data into logical format for presentation in reports and other written materials. Ability to understand and apply applicable rules, regulation, policies, and procedures relating to management analysis practices; understand and apply workers’ compensation statutes, rules, and procedures; examine and evaluate data related to workers’ compensation programs. Ability to conduct fact finding investigations; conduct interviews; and prepare and maintain statistical data and reports. Ability to handle conflict and disputes in a professional and courteous manner. Demonstrated knowledge, understanding, and application of Chapter 440, FL Statutes and related rules including enforcement provisions. Skill in using personal computer and Microsoft programs. Ability to safely operate a motor vehicle. Ability to communicate verbally and in writing; utilize deductive reasoning; establish and maintain effective working relationships with others. Ability to meet performance expectations.

BRIEF DESCRIPTION OF DUTIES:
The Government Operations Consultant III is responsible for complex administrative and consultative work providing operational and management coordination within a multi-county geographical location to assure the greatest possible compliance with the statutory coverage requirements of the Workers’ Compensation Act (Chapter 440, Florida Statutes).
This includes assisting the District Supervisor with planning, directing, and coordinating the work of staff to assure efficiency, effectiveness, and productivity, communicating with, motivating, and training employees. The incumbent of this position is considered to be a lead worker and is responsible for supervision and operation of the district staff when the District Supervisor is out or unavailable. Additionally, the incumbent of this position will have the ability to authorize and/or serve Stop Work Orders (SWOs), Business Records Requests (BRRs), Amended Orders of Penalty Assessments (APOs); sign SWO satisfaction and release forms; assist in planning intra-district/statewide sweeps. This position requires knowledge of the compliance and liability provisions of the Workers’ Compensation Law, workers’ compensation compliance rules and procedures. (s. 440.02, 440.05, 440.10, 440.107, 440.38, F.S. and 69L-6, F.A.C.). The incumbent of this position is required to have access to Lexus Nexus and the Department of Economic Opportunity (DEO) SunTax data. As such, a Level 2 background check is required every five (5) years.
The incumbent of this position provides programmatic and process training to District staff, which includes:
- Analyzing, evaluating, interpreting, and enforcing various section of Chapter 440, FL Statutes
- Investigating and enforcing violations of workers’ compensation insurance compliance, Chapter 440, FL Statutes, in addition to administrative infractions.
- Issuing, serving, enforcing, and revoking stop work orders under 440.07(1).
Conduct special studies (Petition Analysis), inquiries or investigations to analyze problems and recommends corrective action to District Supervisor. Provide management consultant services and assistance based upon Bureau of Compliance policies and procedures. Investigate, assess, analyzes, and make recommendations to resolve District-wide operational issues and problems.
Provide direction, guidance, and counsel to District staff regarding Bureau of Compliance policies and procedures. Lead District team and maintain positive working relationships within the district. Conduct regular general and special training as needed. Training will be scheduled by incumbent at his/her discretion as needed and on specific issues as directed by the Supervisor.
As needed, serve Stop Work Orders (SWOs), Business Records Requests (BRRs) and Amended Orders of Penalty Assessments (APOs); sign SWO satisfaction and release forms; Receive, process, and enter any payments related to penalty assessment orders or workers’ compensation exemptions in accordance with the Division’s cash receipt procedures
Serve as an effective liaison to establish and maintain positive working relationships and cooperative action plans with other agencies and groups with whom the Unit interacts. Promote customer service and positive public relations atmosphere on behalf of the Division. Provide investigative assistance upon referral from the Governor’s Office, Chief Financial Officer’s Office, governmental agencies, congressional members, Florida legislators and others. Prepare and maintain statistical records including weekly activity/production statistics Write original and/or responsive correspondence, appears as complainant or witness in litigated cases and as a consultant to employers or regulatory agencies with requests for compliance information.
Conducts employer investigations.
Works closely with the Regulatory Consultant (Penalty Facilitator) and serves as backup when needed.
Review and evaluate investigative case files and statistical records of Investigators for the District.
As needed, works with the Workers’ Compensation Administrator and Regulatory Analyst to prepare presentations, and serve as a public speaker or panelist to advise and educate employers and various industry groups about the workers’ compensation coverage requirements and the consequences for failing to secure workers’ compensation coverage.
