Description
The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is seeking a Planner III for Facility Planning for the Capital Planning Section to work in the Prince George’s County Department of Parks and Recreation. As an integral part of the Capital Planning and Development Division, the Capital Planning team is a critical and strategic section that focuses on the asset management and funding for capital improvement of all park and recreation assets in Prince George’s County. The Capital Planning and Development Division is responsible for implementing the Department’s significant Capital Improvement Program through land acquisitions, facility planning, design, and construction of parks and recreation facilities throughout the County.
The incumbent represents the Parks and Recreation Department as the working leader for designated projects, strategic plans, special studies, or processes that are significant to the management of department assets. The candidate possesses a comprehensive knowledge of facilities planning practices with highly proficient skills in project management, asset management, strategic planning, funding, and implementation. S/he must be detail-oriented and a problem-solver who is able to deal with complex situations. The position requires a creative thinker with the ability to develop and communicate planning/design solutions that achieve shared goals. In addition, this position will support the annual development of the six-year Capital Improvement Program.
The incumbent must demonstrate abilities to manage multiple work programs and professional staff effectively, coordinate with internal and external stakeholders who have different priorities and deliver work products with limited resources and tight deadlines. This incumbent must be able to work well with people inside and outside of the organization to share information, obtain agreement or compliance, present and defend the Department’s positions, and represent the Section as an integral part of the Capital Planning and Development team.
Examples of Important Duties
1. Independently creates, updates, and maintains the facility management strategy and systems, capturing the replacement and major renovation of capital expenditures. In addition, works with other sections of CPD to achieve established work program priorities.
2. Coordinates with other Sections, Divisions within the Department of Parks and Recreation and outside agencies, particularly the Prince George’s Planning Department to complete key tasks.
3. Oversees the strategy development for the management of assets through the creation of a facilities master plan, acting as the project manager to direct and coordinate the work of internal teams and external contractors.
4. Responds to sensitive and complex inquiries or requests for information from residents, internal and external stakeholders, and State and local officials.
5. Works with Capital Budget Manager to integrate the overall facility planning strategy, facilities master plan, and other systemwide master plans and feasibility studies into the Capital Improvement Program and determine operating budget impacts.
6. Makes presentations to internal staff, Department of Parks and Recreation leadership, the Planning Board, District Council, and /or other planning and development entities on a regular basis within area(s) of expertise.
7. Balance competing interests and recognize sensitive political and organizational issues when they arise.
Minimum Qualifications
- Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
- Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

- Computer literacy, especially regarding word processing, PowerPoint, spreadsheet analysis, project scheduling and data management software.
- Proficiency with ESRI ArcGIS software.
Preferred Qualifications:
- Experience reviewing facility conditions reports, master and site development plans and cost estimates and knowledge of construction project delivery methods.
- Experience presenting in front of public, Planning Boards, Municipal Councils, or other similar bodies.
- Comprehensive knowledge of asset management including strategic planning, facilities planning, lifecycle costs, and capital budgets.
- Experience working with a team to develop or implement a capital improvement program.
- Considerable experience drafting facilities master plans and feasibility studies.
- Strong communication skills – written and verbal.
- Ability to communicate technical information for a variety of stakeholders to ensure transparency and clear understanding.
Working Conditions:
Primarily works in an office setting with occasional outside exposure. Work involves frequent positioning of self to obtain maps, drawings, plans, remaining in a stationary position, moving about inside the office, communicating with the public, officials and employees. Work may require some physical requirements. Driving to attend various meetings and conduct site inspections. May be subject to various job demands such as high volume of work and tight deadlines.
