THE POSITION:
The CES Regional Systems Project Manager is an exciting and collaborative opportunity for a skilled leader who is a master coordinator and liaison. With the guidance of our Director of Regional Coordination, you will lead efforts to collaborate with partnering agencies to streamline the vacancy to move-in timeline for adults experiencing homelessness in Service Planning Area (SPA) 2. The CES Manager serves as the point of contact for system partners and manage the Case Conferencing list. In this role, you will work closely with external housing systems, partner community agencies, housing providers and intradepartmental communication to facilitate optimum outcomes for individuals moving into permanent housing. The ideal candidate possesses unlimited creativity, superior organization, and exercises an ability to use independent judgment.
WHAT YOU’LL DO:
- Works with direct reports to help lead population specific bi-monthly Case Conferencing and collect names and information for monthly Targeted Case Conferencing.
- Works closely with local permanent supportive housing providers, as well as the Department of Mental Health and the Department of Health Services, to ensure different housing pathway criteria are met.
- Works with the SPA 2 Matcher to identify and connect case managers and participants to housing opportunities.
- Attends bi-monthly “Tiger Team” meetings with LAHSA to stay up-to-date and be an active participant in the creation of new CES policies.
- Works with LAHSA to systemize partnerships with local partners to streamline the collection of identifying documents.
- Acts as a liaison between case managers, LAHSA, HACLA, and LACDA to ensure SPA 2 participants and case managers have an advocate within CES.
- Submits all tracking logs and reports requested by LAHSA.
- Reviews data reports prior to submission, and works with appropriate staff/agencies to correct inaccuracies or data errors.
- Coaches and develops direct supervisees and assess performance.
- Actively participates in the hiring process, including interviewing, onboarding, and training.
WHAT YOU’RE SKILLED AT:
- Passion for ending homelessness
- Understanding of the Coordinated Entry System (CES) and its overarching goal of achieving “functional zero”, as well as specific homeless programs
- Extensive knowledge of issues facing homeless adults (e.g. chronic health, substance abuse, mental health, domestic abuse, resources for undocumented persons)
- Knowledge of housing assistance programs and Public Housing Agencies including HACLA, DHS, MHSA, VASH, etc.
- Knowledge of Tenant/landlord law and tenant/landlord relations
- Experience with outcomes analysis, program evaluation, and reporting
- High-level data management skills: competent, analytical, problem-solving ability, and organizational skills; strong follow-through
- Highly organized and able to set and meet deadlines
WHAT YOU’VE ACCOMPLISHED:
- Minimum of two (2) years of social service experience
- Minimum of one (1) of relevant management experience
- Assigned agency management courses can substitute required management experience for internal candidates
